Quick answer
Plumbing ghost policyGeorgia · NCCI 5183 · online quoteA Georgia plumbing ghost policy is a minimum-premium workers comp policy for a master plumber who works alone or uses only insured subs. It is usually rated under NCCI 5183 and can often be quoted online. It gives GCs, property managers, and permit offices the certificate they ask for, but it does not cover the owner.
Georgia basics
A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

Plumbing ghost policies
Builders, GCs, and commercial property managers commonly ask a plumber for a workers comp certificate before rough-in or service calls. Licensed owner-operators who work alone are a common ghost policy fit.
Class code
Plumbing is usually rated under NCCI code 5183, Plumbing NOC. Your carrier assigns the final code based on the work you do.
Helpers and apprentices
Many plumbers bring a helper on bigger jobs. If that person is on your payroll or paid as a 1099 without their own workers comp, the carrier can charge that pay to your policy at audit. A ghost policy only fits if you work alone or every sub has their own certificate.
You are not covered
A ghost policy excludes the owner, so it pays nothing if you are hurt in a crawl space or trench. Ask us about options that cover you too.

Who asks for your certificate
| 01 | GCs and builders before rough-in and top-out. |
| 02 | Property managers and home warranty companies for service calls. |
| 03 | Commercial tenants and building owners on build-outs. |
| 04 | Permit offices, which often want a workers comp certificate on file. |
Audit traps for plumbers
| Trap | What happens |
|---|---|
| Journeyman or apprentice help | If you pay them directly, that pay can be charged to your policy at audit unless they run their own business with their own workers comp. |
| Digging subs | Excavation and line-locating subs need their own certificates. |
| Outside work | Sewer or water-line work outside the building can be rated differently from plumbing inside it. Describe all the work you do. |
Licensing and permits
In Georgia, only a licensed Master Plumber may run a plumbing business. A Class I master license covers single-family homes, one-level two-family homes, and commercial buildings up to 10,000 sq ft. A Class II license has no size limit (Georgia Secretary of State, Division of Master and Journeyman Plumbers). Local permit offices issue the permits.

Certificate issued
Sent to your GC or permit office once bound.
Quotes can come back quickly. Binding can take more than a day, depending on the carrier.
You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Anyone can check a Georgia business's coverage with the State Board's online coverage verification.
Questions
Can I get a ghost policy if I have a journeyman or apprentice?
Only if that person runs their own business with their own workers comp.
Which plumbing license do I need?
A Class I master license covers homes and commercial buildings up to 10,000 sq ft. Class II has no size limit. The policy itself doesn't require a license.
Does sewer or water-line work outside the building change my code?
It can. Work outside the building can be rated differently. Describe everything you do.
Will a home warranty company accept a ghost policy certificate?
Most accept any active workers comp certificate. Some ask for specific wording.
Does Georgia issue a workers comp exemption certificate?
No. Elections are filed with the insurer on Form WC-10, so GCs and permit offices ask for a policy certificate instead.
I use a sub to dig. Who needs coverage?
The sub needs its own workers comp certificate. Uninsured subs can be charged to your policy at audit.
What if I hire someone later?
Tell us before they start. A ghost policy doesn't cover employees.
Does a ghost policy cover me?
No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.
How much does a ghost policy cost?
There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
