Quick answer
Tree service ghost policyGeorgia · NCCI 0106 · agent reviewedA Georgia tree service ghost policy is a minimum-premium workers comp policy for an owner who works alone or uses only insured subs. Tree work (NCCI 0106) is one of the hardest classes to place, so every application is reviewed by a licensed agent. If you run a ground crew, you need standard workers comp, which we also place.
Georgia basics
A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

Tree service ghost policies
Tree work is one of the hardest trades to place for workers comp. GCs and property managers still want a certificate before you climb or drop a tree. Every tree application is reviewed by a licensed agent, not quoted online.
Class code
Tree work is usually rated under NCCI code 0106, Tree Pruning, Repairing or Trimming. It is one of the highest-rated codes, so few carriers write tree ghost policies and minimum premiums run higher. Your carrier assigns the final code.
Ground crew
Most tree jobs take more than one person. A groundman or climber you pay directly is usually treated as an employee, and that pay can be charged to your policy at audit. If you run a crew, you need standard workers comp. We place that too.
You are not covered
A ghost policy excludes the owner, so it pays nothing if you fall or are struck. Ask us about options that cover you too.

Who asks for your certificate
| 01 | GCs and builders clearing lots before construction. |
| 02 | Property managers, HOAs, and apartment communities. |
| 03 | Storm cleanup contractors and municipalities during storm response. |
| 04 | Utility and line-clearance contractors. These usually set their own insurance and training requirements. Work near power lines falls under OSHA line-clearance rules (29 CFR 1910.269). |
Audit traps for tree services
| Trap | What happens |
|---|---|
| The groundman | Almost every tree job needs someone on the ground. If you pay that person directly, they are usually your employee, and that pay can be charged to your policy at audit. |
| Day labor after storms | Cash help for storm cleanup counts as payroll at audit. |
| Crane and climbing subs | Keep a current workers comp certificate from every climber and crane operator you hire. |
| Statutory employer | If you sub out removals, you can be responsible for an uninsured sub's workers (O.C.G.A. 34-9-8). |
Licensing and permits
Georgia does not issue a state contractor license specifically for tree work. Cities and counties set their own business license rules, and many have tree ordinances or permit rules for removals. Check with the city or county before large removals. Work near energized lines is regulated by OSHA.

How it works
Answer one question
Just you, workers, or subs.
Send your details
Tree service is reviewed by a licensed agent, not quoted online. Solo or with insured subs, we process your application.
Agent review
We check the class code and exclusions before binding.
Certificate issued
Sent to your GC or permit office once bound.
Quotes can come back quickly. Binding can take more than a day, depending on the carrier.
You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Anyone can check a Georgia business's coverage with the State Board's online coverage verification.
Questions
Can a tree service with a ground crew get a ghost policy?
Only if every crew member runs their own business with their own workers comp, which is rare. Most tree services with a crew need standard workers comp.
Why isn't tree service quoted online?
The class carries a high rate and few carriers write it, so a licensed agent reviews each application.
Does stump grinding use the same class code?
Not always. Grinding with no climbing or felling can be rated differently. Describe the work you do.
Will an HOA or property manager accept a ghost policy certificate?
Most accept any active workers comp certificate. Some also ask for a waiver of subrogation.
Does storm cleanup change anything?
Any help you hire, even for a few days, can be charged to your policy at audit. Call us before you add people.
Do I need a state license for tree work in Georgia?
Georgia doesn't issue a state tree contractor license. Local business license rules and tree ordinances still apply.
Can I do line-clearance work on a ghost policy?
Utility contractors set their own insurance and training requirements, and OSHA rules apply near power lines. Ask the contractor for their written requirements.
Does a ghost policy cover me if I'm hurt?
No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.
How much does a ghost policy cost?
There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
