Quick answer

Landscaping ghost policyGeorgia · NCCI 0042 · online quoteA Georgia landscaping ghost policy is a minimum-premium workers comp policy for a landscaper who runs a route alone or uses only insured subs. Landscaping is usually rated under NCCI 0042, and owner-only quotes can often be done online. HOAs and property managers get their certificate, but the owner is not covered.

§ 02

Georgia basics

A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

The Georgia ruleGeorgia requires workers comp once a business regularly employs three or more people, part time or full time. Georgia does not issue a state exemption certificate. Owner elections are filed with the insurer on Form WC-10, so GCs and permit offices ask for a policy certificate instead (State Board of Workers' Compensation).

§ 03

Landscaping ghost policies

Property managers, HOAs, commercial accounts, and builders often require a workers comp certificate before you mow, plant, or install. Owner-operators who run their own route are a common ghost policy fit.

Class code

Landscaping is usually rated under NCCI code 0042, Landscape Gardening. Irrigation work can be rated under 6229 or 0251. Tree removal and climbing work is rated under tree service codes at a much higher rate. Your carrier assigns the final code.

Seasonal help

Spring and fall are when most landscapers add a hand. Anyone you pay directly, even part time or seasonal, can be charged to your policy at audit unless they carry their own workers comp. Tell us before you hire.

You are not covered

A ghost policy excludes the owner, so it pays nothing if you are hurt by a mower or trimmer. Ask us about options that cover you too.

General liability is separateMost property managers and HOAs also want a general liability certificate. Quinn Alliance quotes general liability for Georgia landscapers. Call (470) 648-6767.

§ 04

Who asks for your certificate

01HOAs for common-area maintenance contracts.
02Property managers and apartment communities for grounds contracts.
03Commercial accounts such as offices, churches, and retail centers.
04Home builders for sod, plantings, and final grade on new homes.
Before you bindAsk whether they need to be the certificate holder or need a waiver of subrogation before you bind. Fixing it later can take days.
§ 05

Audit traps for landscapers

TrapWhat happens
Seasonal handsSpring and fall help paid in cash is payroll at audit if the helper has no workers comp of their own.
Tree workClimbing, felling, and large removals are rated as tree service at a much higher rate. Keep them off a landscaping ghost policy.
Hardscape and wallsPavers, retaining walls, and stone work can be rated as masonry or other codes. List them.
Spraying for hireApplying herbicides or pesticides for a fee needs state licensing, and some carriers rate it separately.
Audit riskUninsured subs or workers found at audit can turn a minimum premium into a much larger bill. Collect a current certificate from every sub before they start work.
§ 06

Licensing and permits

Georgia lists landscape and irrigation as a traditional specialty trade, so a landscaper working within that trade generally does not need a residential or general contractor license (Georgia Secretary of State specialty contractor policy). If you apply herbicides or other pesticides to someone else's property for a fee, the Georgia Department of Agriculture requires a commercial pesticide applicator license and a pesticide contractor license.

§ 07

Example

Forsyth County landscaperAn owner-operator in Forsyth County mows and maintains beds for six homes and wants an HOA common-area contract. The HOA requires a workers comp certificate. He quotes online, binds, and the certificate goes to the HOA's management company. Before spring, he calls us about adding a seasonal hand.

How it works

STEP 1

Answer one question

Just you, workers, or subs.

STEP 2

Get your quote

Owner-only quotes online. With insured subs, we process your application.

STEP 3

Agent review

We check the class code and exclusions before binding.

STEP 4

Certificate issued

Sent to your GC or permit office once bound.

Quotes can come back quickly. Binding can take more than a day, depending on the carrier.

You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Anyone can check a Georgia business's coverage with the State Board's online coverage verification.

Questions

Can I do tree removal on a landscaping ghost policy?

No. Climbing, felling, and large removals are rated as tree service. See our tree service page for that work.

Do I need a license to spray weeds in Georgia?

If you apply herbicides or pesticides to someone else's property for a fee, the Georgia Department of Agriculture requires a commercial applicator license and a pesticide contractor license.

Are pavers and retaining walls part of landscaping?

Not always. Hardscape can be rated as masonry or another code. List it.

Will an HOA accept a ghost policy certificate?

Most HOAs and management companies accept an active workers comp certificate in your business name. Some require specific wording.

Is irrigation rated as landscaping?

It can be rated differently. Irrigation installs may fall under a separate code. Describe the work.

I only hire help in the spring. Does that count?

Yes. Seasonal and part-time pay counts at audit unless the helper runs their own insured business.

Does pressure washing patios change my code?

It can. A standalone pressure washing service may be rated differently. List it.

Does a ghost policy cover me if a mower injures me?

No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.

How much does a ghost policy cost?

There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
