Quick answer

Fence ghost policyGeorgia · NCCI 6400 · online quoteA Georgia fence ghost policy is a minimum-premium workers comp policy for a fence installer who works alone or uses only insured subs. Fence installation is usually rated under NCCI 6400, and owner-only quotes can often be done online. Builders and property managers get their certificate, but the owner is not covered.

§ 02

Georgia basics

A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

The Georgia ruleGeorgia requires workers comp once a business regularly employs three or more people, part time or full time. Georgia does not issue a state exemption certificate. Owner elections are filed with the insurer on Form WC-10, so GCs and permit offices ask for a policy certificate instead (State Board of Workers' Compensation).

§ 03

Fence ghost policies

Builders, GCs, and property managers often require a workers comp certificate before you set posts. Owner-operators who install wood, vinyl, chain link, or aluminum fence on their own are a common ghost policy fit.

Class code

Fence installation is usually rated under NCCI code 6400, Fence Erection. Welded ornamental iron can be rated under 3040. Your carrier assigns the final code based on the work you do.

Post crews

Setting posts and hanging panels often takes two people. Anyone you pay directly can be charged to your policy at audit unless they carry their own workers comp. A ghost policy only fits if you work alone or every sub has their own certificate.

You are not covered

A ghost policy excludes the owner, so it pays nothing if you are hurt on the job. Ask us about options that cover you too.

General liability is separateMost GCs also want a general liability certificate. Quinn Alliance quotes contractor general liability for Georgia fence installers. Call (470) 648-6767.

§ 04

Who asks for your certificate

01Home builders fencing new lots before closing.
02Pool contractors who need barrier fencing before final inspection.
03HOAs and property managers for perimeter and amenity fencing.
04Commercial GCs for site security and chain link work.
Before you bindAsk whether they need to be the certificate holder or need a waiver of subrogation before you bind. Fixing it later can take days.
§ 05

Audit traps for fence installers

TrapWhat happens
Post-hole helpA helper paid to dig holes or hang panels is payroll at audit unless they carry their own workers comp.
Welding ornamental ironShop or field welding of ornamental iron can be rated under a different code than installing fence.
Gates and operatorsAutomatic gate operators can involve electrical work that needs its own license. Describe it.
Subbing out installsIf you sell jobs and hand them to another crew, collect that crew's certificate first. Georgia's statutory employer rule can put their workers on you (O.C.G.A. 34-9-8).
Audit riskUninsured subs or workers found at audit can turn a minimum premium into a much larger bill. Collect a current certificate from every sub before they start work.
§ 06

Licensing and permits

Georgia lists fencing as a traditional specialty trade, so a fence installer working within that trade generally does not need a residential or general contractor license (Georgia Secretary of State specialty contractor policy). Before you dig post holes, contact Georgia 811 to have utilities marked, and check local permit and pool barrier rules.

§ 07

Example

Paulding County fence installerA fence installer in Paulding County sets wood and vinyl fence alone on new homes. A builder wants a workers comp certificate before releasing a phase of lots. He quotes online, binds, and the certificate goes to the builder before he digs the first hole.

How it works

STEP 1

Answer one question

Just you, workers, or subs.

STEP 2

Get your quote

Owner-only quotes online. With insured subs, we process your application.

STEP 3

Agent review

We check the class code and exclusions before binding.

STEP 4

Certificate issued

Sent to your GC or permit office once bound.

Quotes can come back quickly. Binding can take more than a day, depending on the carrier.

You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Anyone can check a Georgia business's coverage with the State Board's online coverage verification.

Questions

Is ornamental iron rated the same as wood fence?

Not always. Welding ornamental iron can be rated differently. Installing pre-made panels is usually fence erection.

Do I need a license to install fence in Georgia?

Fencing is listed as a specialty trade, so a residential or general contractor license usually isn't required for fence work alone.

Do I have to call 811 for fence posts?

Georgia 811 says notice is required for mechanized digging, such as a power auger, and recommends calling even for hand digging. It is free.

Will a pool contractor accept a ghost policy certificate?

Most accept an active workers comp certificate in your business name. Some require specific wording.

Can I bring a helper to dig holes?

Only if the helper runs their own business with their own workers comp. Otherwise call us first.

Does installing gate openers change anything?

It can. Low-voltage or electrical work may need its own license, and carriers may ask about it.

Does a pool barrier fence need special approval?

Pool barriers usually have to meet local code and pass inspection. Check with the permit office before you build.

Does a ghost policy cover me if I'm hurt with an auger?

No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.

How much does a ghost policy cost?

There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
