Quick answer
Masonry ghost policyGeorgia · NCCI 5022 · online quoteA Georgia masonry ghost policy is a minimum-premium workers comp policy for a mason who works alone or uses only insured subs. Masonry is usually rated under NCCI 5022, and owner-only quotes can often be done online. GCs and builders get their certificate, but the owner is not covered.
Georgia basics
A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

Masonry ghost policies
GCs and builders usually want a workers comp certificate before you lay brick, block, or stone. Owner-operator masons who work alone are a common ghost policy fit.
Class code
Masonry is usually rated under NCCI code 5022, Masonry. Chimney work can be rated under 5222, and tile is usually 5348. Your carrier assigns the final code based on the work you do.
Tenders and laborers
Most masons work with a tender mixing mud and moving block. If that person is on your payroll or paid as a 1099 without their own workers comp, the carrier can charge that pay to your policy at audit.
You are not covered
A ghost policy excludes the owner, so it pays nothing if you are hurt on a scaffold or on the ground. Ask us about options that cover you too.

Who asks for your certificate
| 01 | Home builders before brick veneer and stone work. |
| 02 | Outdoor living contractors who sub out fireplaces, columns, and walls. |
| 03 | Commercial GCs on block and veneer packages. |
| 04 | Property managers for repairs, tuckpointing, and retaining walls. |
Audit traps for masons
| Trap | What happens |
|---|---|
| The tender | Most masons work with someone mixing mud and moving block. If you pay that person directly, their pay is payroll at audit. |
| Chimney work | Chimney construction and repair can be rated differently from other masonry. List it. |
| Scaffold crews | Renting scaffolding with an erection crew is fine if that company has its own workers comp. Keep their certificate. |
| Concrete and hardscape | Footings, flatwork, and pavers can bring in other codes. Describe all the work you do. |
Licensing and permits
Georgia lists masonry as a traditional specialty trade, so a mason working within that trade generally does not need a residential or general contractor license (Georgia Secretary of State specialty contractor policy). Scaffold work must follow OSHA scaffolding standards, and engineered retaining walls are listed as their own specialty.

Certificate issued
Sent to your GC or permit office once bound.
Quotes can come back quickly. Binding can take more than a day, depending on the carrier.
You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Questions
Can I work with a tender on a ghost policy?
Only if the tender runs their own business with their own workers comp, which is rare. Most masons with a tender need standard workers comp.
Is chimney work rated as masonry?
Not always. Chimney construction can be rated differently. List it.
Do I need a license to do masonry in Georgia?
Masonry is listed as a specialty trade, so a residential or general contractor license usually isn't required for masonry work alone.
Are retaining walls part of masonry?
Some are. Engineered retaining walls are listed as their own specialty, and carriers may rate them differently.
Will a builder accept a ghost policy certificate?
Most accept an active workers comp certificate in your business name. Some want a waiver of subrogation too.
Who covers the scaffold crew?
The scaffold company's own workers comp. Keep their certificate on file for audit.
Does tuckpointing use the masonry code?
Usually. Restoration on taller buildings can raise questions about heights and scaffolds, so describe the work.
Does a ghost policy cover me if I fall from a scaffold?
No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.
How much does a ghost policy cost?
There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
