Quick answer

Flooring ghost policyGeorgia · NCCI 5478 or 5348 · online quoteA Georgia flooring ghost policy is a minimum-premium workers comp policy for a flooring or tile installer who works alone or uses only insured subs. Carpet, vinyl, and LVP are usually rated under NCCI 5478 and tile under 5348. Owner-only quotes can often be done online. The owner is not covered.

§ 02

Georgia basics

A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

The Georgia ruleGeorgia requires workers comp once a business regularly employs three or more people, part time or full time. Georgia does not issue a state exemption certificate. Owner elections are filed with the insurer on Form WC-10, so GCs and permit offices ask for a policy certificate instead (State Board of Workers' Compensation).

Full rules, glossary, and county list: Georgia ghost policy guide. Not a fit? Quinn Alliance places standard workers comp too.

§ 03

Flooring and tile ghost policies

GCs, builders, and flooring stores often require a workers comp certificate before an installer starts. Owner-operators who lay carpet, LVP, hardwood, or tile on their own are a common ghost policy fit.

Class code

Carpet, vinyl, and LVP are usually rated under NCCI code 5478, Floor Covering Installation. Tile is usually 5348. Hardwood can be rated under 5478 or a carpentry code such as 5437, depending on the carrier. Your carrier assigns the final code based on the work you do.

Store and builder jobs

Many installers get work through flooring stores or builders who pay by the job. What matters at audit is who you pay. A helper you pay to haul material or pull carpet can be charged to your policy unless they have their own workers comp.

You are not covered

A ghost policy excludes the owner, so it pays nothing if you are hurt on the job. Ask us about options that cover you too.

General liability is separateMost GCs and stores also want a general liability certificate. Quinn Alliance quotes contractor general liability for Georgia flooring installers. Call (470) 648-6767.

§ 04

Who asks for your certificate

01Flooring stores and big-box install programs before they schedule your jobs.
02Home builders before flooring and tile on new construction.
03Property managers for unit turns and replacements.
04Commercial GCs on office and retail build-outs.
Before you bindAsk whether they need to be the certificate holder or need a waiver of subrogation before you bind. Fixing it later can take days.

Audit traps for flooring installers

TrapWhat happens
Store-paid jobsWhat matters at audit is who you pay. A helper you pay to haul material or pull carpet is your payroll unless they have their own workers comp.
Tile and stoneTile setting is usually rated differently from carpet and LVP. If you set tile, make sure it is on the policy.
Hardwood refinishingSanding and refinishing can be rated differently from installing. List both if you do both.
Demo and subfloor workTear-out and subfloor repair are common add-ons. Describe them so the carrier rates the job correctly.
Audit riskUninsured subs or workers found at audit can turn a minimum premium into a much larger bill. Collect a current certificate from every sub before they start work.
§ 06

Licensing and permits

Georgia lists carpet, VCT and base, ceramic and hard tile, and wood flooring as traditional specialty trades, so a flooring installer working within those trades generally does not need a residential or general contractor license (Georgia Secretary of State specialty contractor policy). Store and builder programs usually set their own insurance requirements.

§ 07

Example

Cobb County installerAn installer in Cobb County lays LVP and carpet alone for two flooring stores. One store starts requiring a workers comp certificate from every installer. He quotes online, binds, and the certificate goes to both stores. When he starts taking tile jobs, he calls us so tile is on the policy.

How it works

STEP 1

Answer one question

Just you, workers, or subs.

STEP 2

Get your quote

Owner-only quotes online. With insured subs, we process your application.

STEP 3

Agent review

We check the class code and exclusions before binding.

STEP 4

Certificate issued

Sent to your GC or permit office once bound.

Quotes can come back quickly. Binding can take more than a day, depending on the carrier.

You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Anyone can check a Georgia business's coverage with the State Board's online coverage verification.

§ 10

Questions

Is tile rated differently from carpet and LVP?

Usually, yes. Tile is commonly 5348 and carpet, vinyl, and LVP are commonly 5478. Hardwood depends on the carrier.

Will a flooring store accept a ghost policy certificate?

Most stores accept an active workers comp certificate in your business name. Big-box programs may require specific limits or wording.

I pay a helper to pull carpet. Is that a problem?

Yes. Anyone you pay directly counts at audit unless they run their own business with their own workers comp.

Do I need a license to install flooring in Georgia?

Carpet, tile, and wood flooring are listed as specialty trades, so a residential or general contractor license usually isn't required for that work alone.

Does refinishing hardwood use the installation code?

Not always. Sanding and refinishing can be rated differently. List it.

Can I do the subfloor repair myself?

Yes, but describe it. Structural repairs can bring in a carpentry code.

Does installing cabinets or trim change my code?

It can. Cabinets and trim are usually carpentry work. List them if you do them.

Does a ghost policy cover my knees and back?

No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.

How much does a ghost policy cost?

There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
