Quick answer

Painting ghost policyGeorgia · NCCI 5474 · online quoteA Georgia painting ghost policy is a minimum-premium workers comp policy for a painter who works alone or uses only insured subs. Painting is usually rated under NCCI 5474, and owner-only quotes can often be done online. It gives property managers and GCs the certificate they want, but it does not cover the owner.

§ 02

Georgia basics

A ghost policy is a minimum-premium workers comp policy for a business with no employees, where the owners are excluded from coverage. It gives you a valid certificate, but it covers no one. It usually fits if you work alone, your owners exclude themselves on Form WC-10, and any subs carry their own workers comp. It does not fit if you have employees or uninsured 1099 workers, or if you want coverage for your own injuries.

The Georgia ruleGeorgia requires workers comp once a business regularly employs three or more people, part time or full time. Georgia does not issue a state exemption certificate. Owner elections are filed with the insurer on Form WC-10, so GCs and permit offices ask for a policy certificate instead (State Board of Workers' Compensation).

§ 03

Painting ghost policies

GCs, property managers, and HOAs routinely ask painters for a workers comp certificate before work starts. Solo painters are one of the most common ghost policy fits.

Class code

Painting is usually rated under NCCI code 5474, Painting NOC. Your carrier assigns the final code based on the work you do.

Helpers

Painters often bring a helper for a few days and pay cash or 1099. If that helper doesn't carry their own workers comp, the carrier can charge that pay to your policy at audit. A ghost policy only fits if you work alone or every sub has their own certificate.

You are not covered

A ghost policy excludes the owner, so it pays nothing if you fall from a ladder. Ask us about options that cover you too.

General liability is separateMost GCs and property managers also want a general liability certificate. Quinn Alliance quotes contractor general liability for Georgia painters. Call (470) 648-6767.

§ 04

Who asks for your certificate

01Property managers and apartment communities for unit turns and exterior repaints.
02HOAs repainting common areas, fences, and amenity buildings.
03Builders and GCs before interior paint on new construction.
04Commercial owners for tenant improvements and touch-up contracts.
Before you bindAsk whether they need to be the certificate holder or need a waiver of subrogation before you bind. Fixing it later can take days.
§ 05

Audit traps for painters

TrapWhat happens
Cash helpersA helper paid cash for a few days of cutting in still counts as payroll at audit if they carry no workers comp of their own.
Pressure washing add-onsWashing a house before painting is usually part of the job, but a separate pressure washing service line can be rated differently.
Drywall repair creepPatching is normal. Taking full hang-and-finish jobs on a painting policy can lead to reclassification.
Multi-story exteriorsLift and scaffold work on tall buildings raises carrier questions. Describe the heights you work at.
Audit riskUninsured subs or workers found at audit can turn a minimum premium into a much larger bill. Collect a current certificate from every sub before they start work.
§ 06

Licensing and permits

Georgia lists painting and special coatings as a traditional specialty trade, so a painter working within that trade generally does not need a residential or general contractor license (Georgia Secretary of State specialty contractor policy). If you disturb paint in homes or child-occupied facilities built before 1978, Georgia requires firm certification, certified renovators, and lead-safe work practices (Georgia EPD lead-based paint RRP program).

§ 07

Example

Fulton County painterA painter in Fulton County handles apartment unit turns alone for two property managers. A third manager will only add him to the vendor list with a workers comp certificate. He gets an online quote, binds, and the certificate goes to all three managers so his vendor files match.
§ 08

How it works

STEP 1

Answer one question

Just you, workers, or subs.

STEP 2

Get your quote

Owner-only quotes online. With insured subs, we process your application.

STEP 3

Agent review

We check the class code and exclusions before binding.

STEP 4

Certificate issued

Sent to your GC or permit office once bound.

Quotes can come back quickly. Binding can take more than a day, depending on the carrier.

You'll need your legal name, FEIN, entity type, owners and ownership percentages, a short description of your work, years in business, and the certificate holder's name and address. The premium depends on your class code, the carrier's minimum premium, fees, and whether you use subs. Anyone can check a Georgia business's coverage with the State Board's online coverage verification.

Questions

Do property managers accept a ghost policy for vendor approval?

Most vendor programs accept any active workers comp certificate in your business name. Some require specific wording or a waiver of subrogation.

Do I need lead certification to paint older homes in Georgia?

If you disturb paint in homes or child-occupied facilities built before 1978, Georgia EPD requires firm certification, certified renovators, and lead-safe practices.

Is pressure washing covered under the painting code?

Washing as prep for a paint job usually is. A standalone pressure washing service can be rated differently, so list it.

Can I bring a helper for a big exterior?

Not on a ghost policy unless the helper runs their own business with their own workers comp. Call us first.

Do I need a contractor license to paint in Georgia?

Painting is listed as a specialty trade, so a residential or general contractor license usually isn't required for painting work alone.

Does cabinet refinishing change my code?

Shop work and spray booths can be rated differently from painting on site. Describe where the work happens.

How often do I need to send a new certificate?

Each time your policy renews, and whenever a manager or GC asks. Many vendor programs check expiration dates automatically.

Does a ghost policy cover me if I fall from a ladder?

No. The owner is excluded, so the policy pays nothing for your own injuries. Ask us about options that cover you too.

How much does a ghost policy cost?

There is no single price. It depends on your class code, the carrier's minimum premium, policy and underwriting fees, and whether you use subs. You see a price only after a carrier quotes it.
